The Bill (Reg. No. 1087) is aimed at "protection of rights of citizens and business entities in the field of protection of population and territories from technological and natural emergency situations". Inter alia, the Bill envisages enhanced scheme of compensation for damages inflicted to the health and property of the victims of technological and natural emergency situations; to the business entities whose property and resources were used for prevention or elimination of technological and natural emergency situations and their aftermath.
The Cabinet of Ministers of Ukraine is to be authorized to establish procedure of funding actions aimed at prevention and elimination of technological and natural emergency situations and their aftermath; compensation for damages inflicted to the health and property of the victims of technological and natural emergency situations. The Cabinet of Ministers is also to define the rate of compensation to the business entities whose property and resources were used for prevention or elimination of technological and natural emergency situations and their aftermath.
During the discussion it was stated that "the procedure and rate of compensation to the business entities should be established by the Law, which is envisaged by the current version of Article 35, not by the Cabinet of Ministers, as suggested by the author".
The People´s Deputies expressed also a number of other remarks regarding the Bill. Thus, they believe that "the scope of rights in the field of protection of population and territories from technological and natural emergency situations is much more extensive".
